Opportunity verification checklist
Begin with the official sponsor page or notice, not a directory summary. Record the program title, opportunity number, funding round, source URL, publication date, deadline and time zone, sponsor contact, award range, project period, match requirement, and application channel. Save the notice and every amendment in a dated folder.
Confirm that the round is open and that the application link belongs to the sponsor or its named platform. Check whether questions must be submitted by an earlier date and whether a webinar, intent notice, pre-application, site visit, or preliminary eligibility form is mandatory. Subscribe to amendments if that option exists.

Applicant eligibility checklist
Test each written condition separately. Verify entity type, for-profit status, size, revenue, employee count, ownership or control, operating history, physical location, service area, licenses, tax standing, industry, and project activity. Record the supporting document beside each answer and the person who verified it.
Do not treat LLC formation, a business address, or a broad “small business” label as automatic eligibility. Definitions vary by program. If a condition is unclear, ask the sponsor and save the response. Mark the opportunity no-go when a mandatory condition is not met instead of relying on an exception that is not written.
Registration and access checklist
List every account, identifier, role, and authorization needed to submit. Federal organizational applications commonly involve SAM.gov, a Unique Entity ID, a Grants.gov profile, and an authorized organizational role. Agency-specific systems can add registrations. State and private portals may require a separate business profile or bank verification.
Confirm that registrations are active, legal names and addresses agree, recovery email addresses work, and the submitter can access the live application. Grants.gov says SAM.gov registration is free and may take longer when entity information cannot be verified. Start early and never pay an unsolicited party merely to obtain a UEI.

Project and narrative checklist
Map every narrative requirement and scored criterion to a section. Confirm that the application defines the need, target beneficiary or market, project objective, activities, outputs, outcomes, timeline, responsible people, risks, evaluation method, and continuation plan when requested. Use headings that make each response easy to locate.
Support material claims with a source or business record. Check names, dates, totals, terminology, and performance targets for consistency. Remove claims that promise an award, guaranteed job creation, certain commercialization, or other outcomes the evidence cannot support. Verify that cited data is current enough for the decision.
Budget checklist
Confirm that every cost is allowed, necessary for a named activity, incurred during the permitted period, and supported by the requested level of detail. Recalculate quantities, unit rates, employee time, travel, equipment, contractor, and indirect-cost lines. Reconcile the request, applicant contribution, other funds, and total project cost.
Document quotes, wage bases, allocation methods, and match commitments. Check whether the grant is paid in advance, by reimbursement, or against milestones. If reimbursement applies, approve a cash-flow plan. Verify rules for pre-award purchases, related-party vendors, procurement, tax, and changes between budget categories.
Attachment and approval checklist
Build an attachment register from the notice. Common items include formation records, tax forms, financial statements, résumés, letters of commitment, quotes, licenses, project plans, certifications, and budget worksheets, but only the notice determines what is required. Do not add promotional material unless it is allowed and useful.
Open every final file. Confirm it is readable, complete, signed where needed, within the size and page limits, and saved in an accepted format. Remove comments, tracked changes, hidden sheets, and sensitive information that was not requested. Use stable file names without ambiguous versions such as “final-final2.”
Submission checklist
Finish before the sponsor deadline. Preview every portal page, confirm required fields, run validation, verify the authorized submitter, and compare the assembled package with the compliance matrix. A completed draft is not submitted until the system accepts it through the required channel.
After submission, save the confirmation number, timestamp, status, automated emails, and an exact copy of the package. Grants.gov recommends downloading and checking submitted Workspace contents. Monitor for validation or rejection notices and resolve correctable errors only within the sponsor’s rules and deadline.

Award-readiness and recordkeeping checklist
Before applying, decide who would sign an agreement, manage funds, approve purchases, track time, retain invoices, measure results, and prepare reports. Review the proposed project for insurance, licensing, tax, employment, data, or contracting issues that may need professional advice. An award can create obligations before cash arrives.
Keep the notice, amendments, eligibility evidence, drafts, approvals, final submission, correspondence, award or rejection notice, and lessons learned according to the sponsor’s retention rules. Do not begin restricted work or represent the grant as awarded until an authorized notice says so. Eligibility and submission never guarantee selection.
Final handoff checklist
Schedule a brief handoff with the authorized submitter and project owner. Confirm where the final package, credentials, source notice, budget support, and confirmation will be stored; who monitors status; and who can respond if the sponsor requests a correction or clarification. Do not let the application live only in one employee’s inbox.
Record the next decision date and the business’s alternative plan. The team should know which spending remains prohibited, which commitments are contingent, and how operations continue without the award. This last control prevents a complete application from creating an avoidable cash-flow or communication problem.
